We are neighbors working to build priorities among neighbors for the residential development proposed at the EBNHC parking lots adjacent to the Greenway regarding its density, height, setbacks, design, materials, open space, parking, light, open air, affordability, etc.
The Davis Companies is planning a residential development project for the EBNHC lots and have posted some information at . The BPDA filings are here.

471 residential units (7 stories), 4,400 square feet of retail space, open space, public realm improvements, and 172 off-street vehicle parking accommodations.[#]
The project will result in a net loss of 283 EBNHC staff and patient parking spaces.
The project will request either zoning relief for dimensional regulations (e.g. height, setbacks, FAR, parking and open space)
The project will undergo Large Project Review by the BPDA as required by Article 80.
The project is unrelated to the BDPA-approved project at 135 Bremen St.
The agreement between the EBNHC and the Davis Companies for the exchange of tens of millions of dollars is under a non-disclosure agreement.
Project Timeline
As of 6/26/2020 no "Letter of Intent" has been submitted, so nothing has been proposed, but it is not to early to begin talking to your neighbors about the project and how it will or won't preserve and enhance the neighborhood. On May 27, 2020 the Eastie Times published that:
"The Davis Companies announced that they have finalized an agreement with the East Boston Neighborhood Health Center (EBNHC) to redevelop four parcels owned by EBNHC located along Bremen and Orleans Streets in East Boston. The parcels are currently used by EBNHC as surface parking lots and one building containing back of house services, both of which will be relocated within East Boston." — The Davis Companies to Build New Livable, Resilient Development in East Boston
Through June 30, 2020 the Davis Companies is seeking the community's "sentiment and priorities" about community resiliency through a survey. On June 10, 2020 the Eastie Times wrote:
"The Davis Companies has pledged that it will conduct a robust community process prior to submitting any drawings or plans to the City of Boston. Stephen Davis said the community engagement process will last through June 30 with the purpose of gaging community sentiment and priorities. Davis said this will help his company develop a plan that satisfies community priorities to the greatest extent possible before filing initial plans with the city. The Davis Companies has drafted and distributed a survey to collect feedback from the community." — Davis Companies Hope for Robust Community Process for EBNHC Lots
The Davis Companies expects to file a "Letter of Intent" in July, beginning an Article 80 Large Project Review process which will offer more opportunity for public comment.

The Zoning Regulations describe the Gove Street Neighborhood as:
"The district is striking in its uniformity of design and scale" of 3- and 4- story brick buildings designed in the Classical Revival style, with concrete or stone trim, arched doorways, and elaborate pressed metal cornices."
Around 550 new units of housing have been approved for construction (or recently construction) with the GSCA boundaries (about 43 acres) excluding the proposed units for this project.
About The ENBHC
The East Boston Neighborhood Health Center (EBNHC) is a federally qualified community health center with 320,000 visits per year that sees everyone without any qualification. They employee 1,200 people, about half of which live in East Boston.
Financials
In the 2018 fiscal year#, the EBNHC had net revenue of $2,576,118 on total revenue of $145,804,708 with net assets of $29,940,602 and paid a maximum compensation of $422,950.

The Partnership
On 06/29/2020 Ernani DeAraujo, Vice President of Regulatory Affairs and General Counsel, described the partnership* between EBNHC & Davis Companies as:
At maximum density, it will yield tens of millions of dollars for EBNHC
At some point prior to leasing/sales, the EBNHC will relinquish ownership of the parcels
The funds will be used for EBNHC programming

The project will result in 283 fewer parking spaces for EBNHC staff and patients. As of 06/30/2020 EBNHC has not announced a new staff parking plan.

On 03/10/2020 the Zoning Board of Appeal approved the EBNHC's appeal for discontinuation of 156 ancillary parking spaces and designation of 19 ancillary parking spaces[#].

Participating In The Project Review
Until the Davis Companies file a "Letter of Intent", which is anticipated in July 2020, you should join the Neighbors Coalition by sending an email to yourneighborhoodmatterseb@gmail.com and then begin discussing the project with your neighbors.
When the BPDA's Large Project Review begins, you will need to submit public comments and participate in public meetings.
You may seek nomination to the Impact Advisory Group (IAG) by contacting elected officials, or once it is formed you may testify at their meetings which are open to the public.
There may also be public hearings to attend and comment on in relation an application for a "Planned Development Area" for the project.
